MR. HABIB: The only other thing I want to make sure you’re aware of is the first act in the integration of Timor in Indonesia has taken place. There’s a declaration by the Indonesian Assembly to integrate. Our guess is that the National Day will be the formal day of integration. I doubt that there will be any further difficulty. It will go very smoothly.
SECRETARY KISSINGER: Have we reopened our military-supply position?
MR. HABIB: The supply position has never been shut down.
SECRETARY KISSINGER: Come on — you know what I’m asking you.
MR. HABIB: New commitments will be made very shortly by our distinguished colleague (referring to Mr. Maw). New commitments are not being made.
SECRETARY KISSINGER: Today?
MR. HABIB: No. We’ve got one contract we’re holding off on. We have some helicopters with Sikorsky — which should be signed this week.
SECRETARY KISSINGER: Plus we’re not letting them
[Page 3]MR. HABIB: You end up with a case like Chile, where we cut it off.
SECRETARY KISSINGER: With the result that they cut off all the rest. There was never any question of having it cut off from Chile. There is more or less the same thing — we’re cutting them off — and, eventually, the Congress will cut them off. You’ll never get a letter from Humphrey that you can use.
MR. HABIB: I’ll send it to you.
