398. Memorandum For the Record by the Deputy Executive Secretary of the Department of State (Miller)1 2

General Haig called this morning to relay the following message from the Presidential party with regard to the issue of Bangladesh recognition:

1.
Nothing should be done regarding the recognition issue before the return of the Presidential party.
2.
Contacts with Bangladesh officials should be held to a minimum.
3.
Any such contacts should be only related to relief questions.
