1. Apparent GOP decision to seek replay history of substantial US military supply and collaboration against India strikes me as ominously irrational and, if pursued, certain to prejudice prospects for durable peace in South Asia.

2. I hope this Embassy will re consulted before any serious consideration is given to the proposals contained reftels.
