GERMAN SIGNATURE OF NON-PROLIFERATION TREATY

I met this afternoon with Ambassador Roth, Disarmament Commissioner in the Foreign Office of the new German Government. He is here for consultation with ACDA, State, and AEC officials on remaining questions on which the Brandt Government is committed to obtain clarification before signing the Non-Proliferation Treaty.

He told me on a very private basis that Brandt hopes to have a one-day Bundestag debate responding to opposition questions on the Non-Proliferation Treaty in the week of November 10. Immediately on the conclusion of that debate, the FRG would sign the Non-Proliferation Treaty. I commended this prospect. Roth and our people thought that this week’s USFRG consultations would succeed in disposing of outstanding issues between us on this matter.
