163. Notes of Telephone Conversation Between the President’s Assistant for National Security Affairs (Kissinger) and the British Ambassador (Tomkins)1 2

K wanted to tell T now, on a personal basis that we are going to make an announcement tomorrow about our policy with regard to biological and chemical warfare. K said we are going to endorse the principles of the United Kingdom draft convention. And we will offer to work out specific provisions with you. T asked if we would announce the last part. K said yes. K asked that T make sure the Prime Minister knows; K asked that he handle it on a personal basis between the President and the Prime Minister. T said he would and that he was most grateful to K.
