114. Notes of Telephone Conversation Between the President’s Assistant for National Security Affairs (Kissinger) and Secretary of State Rogers1 2

Rogers said he discussed the seabeds with Mel. They are satisfied but they want to put something in the body that the Soviets and we agree on 3-mile matter for other purposes or some such language. We can’t put it in the body but could footnote it. K said he talked to Mel and under these conditions we should go ahead.
