101. Notes of Telephone Conversation Between the President’s Assistant for National Security Affairs (Kissinger) and the Director of the Arms Control and Disarmament Agency (Smith)1 2

HAK said he had talked to Mel and Mel is willing to go along with that revision as discussed—a five year review conference. He (Laird) also said he would testify and so would the Chiefs for this. Laird’s memo to the President shouldn’t be brought up and Smith agreed that he hadn’t seen it. HAK said this should meet Smith’s problem.
