346. Study Prepared by Ad Hoc Interagency Group

Prepared in response to NSSM 162, the study examined the Soviet proposal for a UN resolution on the non-use of force and the prohibition of the use of nuclear weapons. The study outlined U.S. options in responding to the proposal and recommended a course of action.

347. Memorandum From Helmut Sonnenfeldt of the National Security Council Staff to the President’s Assistant for National Security Affairs (Kissinger)

The memorandum discussed the study prepared in response to NSSM 162 and briefed Kissinger in preparation for the upcoming Senior Review Group on the Soviet proposed UN resolution to prohibit the use of nuclear weapons.

349. Memorandum From Helmut Sonnenfeldt of the National Security Council Staff to the President’s Assistant for National Security Affairs (Kissinger)

The memorandum advised the U.S. delegation to the UN to take an inactive stance on the Soviet proposed UN resolution and to inform other delegations that it would continue to “consider” amendments.

350. Minutes of Senior Review Group Meeting

The group discussed the NSSM 162 study and concluded that the U.S. delegation to the UN should indicate that the U.S. favored the renunciation of the use of force, but ultimately considered it unnecessary.
