The International Monetary Fund sent an observer. The purpose of the meeting was to consider aid for the fourth year of India’s Third Five-Year Plan, covering the period April 1964–March 1965. The communiqué issued at the end of the pledging session indicated that members of the consortium had agreed to undertake commitments totaling $1,028,000. The U.S. share of the overall commitment was $435 million. Approximately one-half of the aid pledged at the meeting took the form of non-project aid intended to be used to finance the imports required for the maintenance of the Indian economy.
