On September 26, 1965, Pravda published a report on replies from Shastri and Ayub to Kosygin’s September 17 good offices offer. Shastri expressed appreciation for the offer, but replied that the meeting proposed by Kosygin could only take place after the termination of military actions and the creation of a calmer situation. Ayub also expressed appreciation for Kosygin’s initiative, but took the position that the necessary foundation for the meeting should be prepared through actions taken by the UN Security Council.
