The conference, which was expected to agree upon a coalition government, was to be composed of 169 religious, military, and tribal leaders as well as the 18 delegates attending the Erkowit meeting. The agreement also called upon the United Arab Republic and Saudi Arabia for help in executing its decisions. Airgram A-322 from Cairo, November 7, transmitted the text of the cease-fire agreement to the Department. (National Archives and Records Administration, RG 59, Central Files 1964-66, POL 27 YEMEN)
