On February 6, 1967, Chairman Kosygin arrived in London for a week’s visit, during which he and British Prime Minister Harold Wilson sought unsuccessfully to initiate peace negotiations between the United States and the Democratic Republic of North Vietnam. Documentation on Sunflower, as the initiative was code-named, is printed in Foreign Relations, 1964–1968, volume V.
