All members of the USIB concurred with this estimate on March 28 except the representatives of the AEC and the FBI, who abstained on the grounds that the subject was outside their jurisdiction.

98. Memorandum to the Chief of the Central Intelligence Agency Station in Taipei (Cline)

A draft of this memorandum marked “Not for signature,” bearing handwritten revisions, some of which are in Kennedy’s handwriting is ibid. A March 31 memorandum from Bundy to Cline reads in part as follows: “The memorandum of instruction is as agreed and has the explicit concurrence of the Secretary and Mr. Harriman. The President specifically asked that you talk from it without handing it to any Chinese.” (Ibid.) A draft letter from Kennedy to President Chiang, a paper headed “Memorandum on GRC Mainland Operations Planning,” and a draft paper for oral delivery, all unsigned and undated, are filed with a March 30 note from Bundy to Harriman. (Ibid.) Bundy’s March 31 memorandum to Cline states that Kennedy was not signing the letter to Chiang.


100. Draft Memorandum From Secretary of State Rusk to President Kennedy

Drafted by Rice on April 4, but it was attached to an April 3 memorandum from Harriman to Rusk stating that after prolonged study and discussion, the Department had reached a general consensus embodied in the four recommendations in the “draft” memorandum. Harriman noted that Johnson dissented from the third recommendation but stated that he thought the recommendations represented “a modest proposal which should not be further reduced.” (Ibid., 411.9341/4-362) McGhee forwarded the package under an April 5 memorandum recommending approval. Filed with a May 31 memorandum from Brubeck to Harriman, which refers to it as “the third draft, May 28, which was used by the Secretary as a basis for his discussion with the President on this subject.” According to Brubeck’s memorandum, the first two drafts, May 24 and 25, were discussed at a May 24 meeting and a May 25 Standing Group meeting. Neither the drafts nor any record of the Standing Group meeting has been found. Handwritten notes of the May 24 meeting, chaired by McGhee, are ibid., S/S-NSC Files: Lot 70 D 265, NSC Standing Group, May 25, 1962. Rusk met with Kennedy on May 29 to discuss grain for China.
