249. Editorial Note

At a meeting of the National Security Council at 10:40 a.m. on June 26, Ambassador Stevenson discussed in general the major issues expected to arise at the General Assembly session scheduled to begin in September. A summary record of the meeting includes the following portion pertaining to the Congo:

“Finance problems. (U Thant is deeply concerned about the immediate financial situation. He is cutting costs of the military in the Congo, but he fears that if the Congo situation is not resolved promptly, military units will be withdrawn and some states now committed to buy UN bonds will not fulfill their pledges.)

“There followed a discussion of current plans to bring agreement in the Congo. The President made clear his view that we must move in concert with the British and the Belgians and that the U.S. should make no commitment to use force in the Congo until there had been further discussion of any such proposal at the White House.” (Kennedy Library, National Security Files, Meetings and Memoranda, NSC Meetings, 1962)
