8. Editorial Note
On March 13, 1961, in the East Room of the White House, President Kennedy addressed the assembled diplomatic representatives of the Latin American countries in Washington and a bipartisan group of U.S. Congressmen to outline a 10-year, 10-point program for the Alliance for Progress. The following day Kennedy delivered a special message to Congress requesting the appropriation of the $500 million U.S. commitment to the Act of Bogota and the Inter-American Fund for Social Progress.
