19. Editorial Note

The extraordinary meeting of the Inter-American Economic and Social Council convened in Punta del Este on August 5, 1961. The United States delegation was led by Secretary of the Treasury C. Douglas Dillon. At the meeting’s opening session, Robert A. Conrads, Assistant Secretary General of the Conference, read a message from President Kennedy that reiterated the commitment of the United States to the Alliance for Progress and hemispheric development.
