Secretary of State Dulles went to Europe February 3–9 to consult with leaders of the United Kingdom, France, and the Federal Republic of Germany and Secretary General of the North Atlantic Treaty Organization Spaak about the settlement of the German question and the possibility of holding the Foreign Ministers meeting.
