At a meeting held on April 1 with Murphy, Hill, Beam, and Mark to discuss Riddleberger’s recommendations, Secretary Dulles decided that only 60 aircraft, at the rate of 10 per month from May to October, be delivered to Yugoslavia. He requested that the Bureau of European Affairs draft a statement explaining the resumption of deliveries and emphasizing the training aspects of the aid to minimize any domestic criticism of the shipments.
