233. Editorial Note

During the North Atlantic Council Ministerial meeting at Bonn, May 2–4, the Foreign Ministers discussed a paper entitled “The Satellites” (NATO document C–M(57)57), which, among other things, reviewed the reaction of the North Atlantic Treaty Organization to serious complications in the German Democratic Republic.
