Delga 472. Re West New Guinea (Gadel 892). Pursuant to Dept instruction USGADel discussed this afternoon3 with SYG possibility SYG sounding out parties to New Guinea dispute to see whether [Page 517] agreed res could be worked out along lines text furnished by Dept. After examining text of draft res, SYG indicated he believed “would be waste of time” for him undertake effort. He felt sure Indonesians would turn down suggestion, adding that they “smelled blood”. They sought resounding vote on 19-power res; he thought they would get good vote, whether or not they obtain two-thirds. He felt suggested res probably acceptable to Dutch, implying this would make it more unacceptable to Indonesians.
