Memorandum of Telephone Conversation Between the President and the Secretary of State

The Secretary telephoned with reference to the statement by Chou En-lai on Korea.1 The Secretary said we think it is a little better than the Indian solution if we can get a really “neutral” party, the Indian required a committee of four, half of which was communist.

The President asked what we proposed to do, and the Secretary said we propose to do nothing, it was only a radio broadcast and while they have taken that way to speak to us in the past, the reply really should be addressed to Gen. Clark.

The President said that he had the papers on it and would see that they got to the staff.
