The 8-power subcommittee of the sponsors of the 21-power resolution (see telegram Delga 209, November 17, supra, for its composition) met twice on November 18 with Spender of Australia as chairman. The principal issue facing the group was whether to proceed on the basis of a modified 21-power resolution or on the basis of the Indian resolution amended to make it acceptable. Gross, who represented the United States Delegation, argued firmly for the former course of action and showed the group the kind of amendments to the 21-power resolution the United States was prepared to make (based on telegrams Delga 151, November 8, and Gadel 48, November 10, pages 588 and 597, respectively). When pressed by Spender, Gross also gave the subcommittee the changes set out in telegram Delga 212, November 18, not printed (320/11–1852), which the United States would require in the Menon resolution to make it acceptable. The subcommittee did not reach a decision on how to proceed; only the representatives of Turkey and Colombia sympathized with the United States desire to proceed with the 21-power resolution. The United Kingdom, Canada, France, and, to a lesser extent, Australia favored proceeding on the basis of the Indian resolution.
