113. In view urtel 2012 and Clark opinion3 that we have not yet exhausted all possibilities at Panmunjom and shld do so before considering Sov approach, Dept has decided not to pursue matter at this time.

  1. This telegram, which was drafted by Johnson and Henkin and cleared by Thurston, Hickerson, and Matthews, was repeated for information to London and Tokyo.
