Editorial Note
The UNC and Communist Delegates convened in plenary session at 11 a.m. on April 28, 1952. The UNC Delegate expressed his intention to propose an overall settlement in executive session. Following a 30-minute recess, the Communist Delegate agreed to go into executive session. The UNC Delegate, Admiral Joy, made his statement (for text, see telegram C 67603, Ridgway to JCS, April 26, page 173) which was duly noted by the Communist Delegate, General Nam Il, who asked for another short recess until 2:30 p.m. Following this recess, General Nam stated, “Our side fails to see how your proposal this morning can really be of help to an overall settlement of the remaining issues.” Nam then called for a recess. Joy made the final statement before adjournment [Page 180] of the session when he reemphasized that the UNC offer was its “final and irrevocable effort.” Thus the “Package Proposal” was delivered.
