6835. Dept believes tripartite powers should make concerted but separate démarches to IG re border measures soonest London tel 57142 USUN 868.3

Powers would be open to valid Israel criticism if they did not present IG with full list measures presented Amman. Since entire matter to be discussed with UNSYG, fact we had differentiated between Israel and Jordan in démarche would eventually become known and, coupled with fact Jordan approached first, would reduce possibilities creating receptive and cooperative spirit on part IG re measures. (FYI: Not known how far UK Ambassador Washingon or French Ambassador Tel Aviv have gone in talking with Israelis re border.)

Do not feel powers should apprise UNSYG re démarches or seek his support for implementation by UN of particular measures until démarche has been made to IG.

Embs London and Paris should seek soonest and report on UK and French agreement for respective missions in Israel to proceed on above basis.4
