Editorial Note

The Ambassadors and representatives from their staffs in the United Kingdom, France, Soviet Union, Italy, and the Federal Republic of Germany, as well as members of the Office of the United States Special Representative in Europe, met in London September 24–26 to discuss problems of mutual interest, particularly the stresses and strains in the organization of European defense planning. The officers were joined by a delegation from the Department of State, led by Under Secretary of State Bruce and Assistant Secretary [Page 198] of State Perkins.
