Editorial Note
At approximately 11:20 a.m. on October 2, the Chairman of the Nine-Power Conference adjourned the Ninth Plenary meeting and called for a restricted meeting of the principal participants with only one adviser in attendance from each of the nine delegations. This Tenth Plenary meeting continued until noon and its proceedings are summarized in the telegraphic summary by the United States Delegation, October 3, page 1324.
