229. Re Chinese representation. Confirming Telecon with Key, Dixon (UK) called on me at his request this a.m. in order to communicate his instructions on above subject. He said the UK was unable to support extension of the moratorium beyond the end of this calendar year. Dixon was “happy”, however, to be able to say that the UK would agree to modifying the language of the moratorium formula in order to eliminate the concept of “postponement”. Dixon left with me the following tentative language: “Decides not to discuss, at its ninth session during 1954, any proposals to…”1
