Dear Foster: We seem to be losing a good part of the advantage which the President gained for us in the cold war on December 8 because there is no publicity whatever on the follow-up. The fact that you and Zarubin are having talks makes no impact on the public mind. The thing that is making an impact on the public mind are the pleas from the Communist world to abandon future tests of the hydrogen bomb. Is there no possibility in the near future of getting the President’s December 8 proposals into the Disarmament Commission where we can develop some good publicity?
