On December 8, at the Bermuda Conference, Jean-Marc Boegner of the French Delegation transmitted to Douglas MacArthur II of the United States Delegation a memorandum in which the French Government expressed interest in cooperation with the United States, the United Kingdom, and Canada in the field of atomic energy, particularly with regard to the exchange of information.
