The Legal Adviser, Phleger, on January 22, 1954, addressed the Pennsylvania Bar Association on recent developments in international law of interest to the United States. Two sections of his address dealt with the activities of the International Law Commission and the Continental Shelf Doctrine; see Department of State Bulletin, February 8, 1954, pages 199 and 200.
