Senator Cordon called me this afternoon and asked me if, from the international viewpoint, it would be permissible to extend the Constitution and laws of the United States to the seabed and subsoil of the continental shelf if the bill made it clear that there was no attempt to extend the applicability of United States law to the super-adjacent waters and air. I told him that it would be permissible to do so.
