5149. Re Deptel London 6571; Paris 5098; Vienna 2901; Bonn 4801; Rome Wirom 3968; Belgrade Wirom 1251.2Dept desire to cooperate Congressional investigating Committees well known to Cohn and Schine.

Dept instructions re release classified information to investigators as follows:

1.
No personnel security information contained Regional or Post Security Office files will be made available.
2.
Top secret and secret security information will require approval of Dept prior being made available.
3.
Confidential and restricted security information will be made available at discretion Chief of Mission.
4.
Confidential and restricted non-security information may be made available on request.

Policy Directive 303 March 173 discussed with Cohn and Schine prior departure. Mission may inform investigators action taken thereunder.

Any requests to retain classified documents will be denied. If documents are required investigators shall be informed that they can only be made available at Dept.

It is expected that Cohn and Schine will request discussing certain phases their problems with Regional Security Officers. Inform Regional Security Officers of contents this and retel. Where requested [Page 1444] Regional Security Officers may accompany investigators to posts where Regional Security Officers not resident.

Dept recognizes visit investigators requires utmost courtesy and good judgment Missions.
