On January 16, 1953, the Assistant Secretary of State for Public Affairs, Howland Sargeant, sent a memorandum to Secretary of State-designate John Foster Dulles concerning ways in which the morale and reputation of the Department of State might be restored in light of Congressional attacks upon the Department’s reliability.
