327. Excon. For Stassen from Dulles. Regarding timing for implementing decontrol items in my view the situation upon which the NSC decision was based remains the same. I believe that actual decontrol should be deferred and that the situation at Geneva is such that we can set no definite future date. Recognize British may react strongly against our position but we would be subject here to heavy criticism if we make concessions on this issue prior to a definitive result at Geneva. This would appear to be giving away our trump card before the game had started. If you feel our position will result in serious breach with British in CG meeting we can discuss matter further on your return.
