Editorial Note
On January 11, Mr. Dulles met with members of the House Committee on
Foreign Affairs to discuss with them a Japanese peace settlement and
the proposal for a Pacific Ocean Defense Council. Mr. Allison’s
memorandum of this meeting is printed on page 790.
