Reference—Repto 1852.1 Review Trieste question indicates variety of persons with varying degrees of interest have [Page 225] helped make U.S. position maintenance Trieste Mission quite unclear. This cable attempts set forth current State-ECA view for consideration and appropriate action OSR.

All concerned agree advisability reducing Trieste aid and size Mission; however, Perkins feels politically important continue ECA representation in Trieste independent of ECA/Rome. Feel desirable accede to Perkins’ view unless you have strong objection.

Projected ECA work Trieste will presumably require one fairly high level person for PA’s screening requirements, follow-up Trieste production (especially ships), general review economic situation and supervision remaining counterpart. Because special nature these tasks feel shld continue to be directed by ECA appointee with status of ECA Mission Chief.

Would like emphasize wish to follow your judgment size of supporting staff and extent to which OSR might provide direct support so as to minimize staff requirements Trieste.
