Editorial Note
On November 5 the British Embassy delivered to the Department of State a message from Prime Minister Churchill to President Truman stating that Churchill planned to visit Canada at the end of the year and proposing that he come to Washington for talks before returning to the United Kingdom by Christmas. In subsequent exchanges of messages it developed that the most convenient time for Churchill to visit President Truman would be at the beginning of 1952. Documentation on the meetings of the two Chiefs of State and the preparations for their conversations is scheduled for publication in Foreign Relations, 1952–1954, volume VI. The two papers, Documents 453 and 454, which were prepared in part for the Churchill visit, are printed here to provide a perspective on the United States-United Kingdom relationship at the end of 1951.
