104. Defense and State have been consulting re fulfillment US responsibilities cooperate with Norway in working out NATO defense requirements in response request North Atlantic Regional Planning Group.2 Discussions here have reached point where we can be ready on relatively short notice send small group technical reps Defense plus State rep to Oslo to explore with officials Nor Fon and Defense Ministries possible ways and means to achieve requirements. Ascertain from Nors suitable time for exploratory talks indicating we are prepared send group of three or four shortly after Aug 15 and wld like see discussions begin about that date.

At a meeting of the North Atlantic Treaty Organization Ministers of Defense at Washington in October 1950 a decision was made, and subsequently approved by the North Atlantic Council, to invite the United States and Norway to negotiate an agreement under which North Atlantic Treaty Organization armed forces would be allowed to use facilities in Norway for the defense of Norway and the rest of the North Atlantic Treaty area. The agreement was to implement the North European Regional Planning Group Medium-Term Defense Plan.
