Editorial Note
On February 2, President Truman directed that the results of the recently-concluded talks with Prime Minister Pleven “be reported by the Department of State for the information of the National Security Council.” As a result of this directive, Acheson forwarded a memorandum to NSC Executive Secretary Lay on February 23 entitled “Results of the Conversations Between the President and the French Prime Minister.” Lay circulated this memorandum immediately to the members of the National Security Council, the Secretary of the Treasury, and the Director of Defense Mobilization as NSC 105.
