2254. Dept completely concurs your decision take energetic measures discourage Shah’s departure (Urtel 3449 rptd London 1124),2 believing that risk involved was worth taking in fluid situation. Deptel 2238 rptd London 57523 was not rpt not intended discourage you from taking such action, but, since we then unable foresee circumstances where intervention could be useful (Urtel 3397 rptd London 1103),4 only to assure you that inactivity in crisis would be understood here.
