Urtels nr 1019 and 1238 dated Apr 3, Apr 10 [27],1 Dept considers inadvisable use Sov claims economic advance, e.g. ruble appreciation etc., as basis lend-lease approach since might result dignifying such claims. Now plan further approach here suggesting renewed negots on basis of constructive offer by Soviets. Assuming Soviets make such an offer may be able reach agreement by accepting quantity rubles Moscow Mission use. Shld stalemate continue contemplate approaches Moscow.
