The Secretary of State to the Ambassador of the Soviet Union (Panyushkin)

The Secretary of State presents his compliments to His Excellency the Ambassador of the Union of Soviet Socialist Republics and has the honor to refer to the Embassy’s aide-mémoire of February 28, 1950 [Page 1124] concerning the inspection of personal baggage of diplomatic couriers arriving at New York.

A communication has been addressed to the Treasury Department1 requesting that consideration be given to the granting of blanket authorization to the Collector of Customs at New York for the clearance, on a basis of reciprocity, of the personal baggage of Soviet diplomatic couriers. As soon as a reply is received the Ambassador will be informed.
