Dubious of effectiveness procedure suggested Deptel 121, March 12 to Peiping, repeated Taipei as 42, but in any event believe any measures this character should be directed to obtain not merely Consular right employ codes, but full measure respect our Consulates with right exercise unhindered all established functions. Isolation Mukden and evidence increasing restrictions Tientsin, Peiping certainly appear to justify firm US reaction. Understand ConGen Shanghai reply discusses technical difficulties.
