182. Ref Nanking’s 321 Feb 5, 3 p. m. and Shanghai’s 371 Feb 3 Dept confirms Embassy’s position not to instruct Consulate Generals without prior approval Dept.
Dept will discuss questions with ECA and instruct as soon as possible.[Page 623]
For your info Dept is of opinion that it should not agree to Consulate Generals Shanghai and Tsingtao undertaking those responsibilities of ECA which that organization is in position to arrange to do for itself and for which it was created by act of Congress.74
