Cantel 1167. Chief of American section of Foreign Office¹⁹ October 3 inquired as to plan of US Government forwarding $75 million approved by [Congress?²⁰] for discretionary use by President and whether RFC²¹ advance funds to be applied to China prior to actual appropriation of funds.

I replied Embassy had no knowledge of any plan which would [not] require first a policy decision. Until such decision no disbursements will be made. However, I stated would approach Department for available information on matter.
