Memorandum by the Executive Secretary of the National Security Council (Souers)

Subject: Current Position of the United States Respecting Delivery of Aid to China

After discussion with key members of Congress of the advisability of suspending further shipments of military aid to China as recommended [Page 487] by the National Security Council in the reference action,43 the President has decided that, in order not to discourage continued Chinese resistance to communist aggression, such shipments of military aid should not be suspended nor terminated but no effort should be made to expedite deliveries.
