The Consul General at Taipei (Macdonald) to the Secretary of State

444. An American citizen on the Sino-American geological survey group informed me that prominent Formosan businessman told him there is a widespread rumor moving around the island that I was sent here to foment a revolt in order to give the United States an excuse to occupy the island on the grounds of preserving peace in the Pacific. [Page 382] According to this rumor, I am supposed to be contacting the dissident elements and giving them instructions for the coming uprising. Formosan informant said this rumor has undoubtedly reached Chinese officials and he believes the Government will endeavor to increase circulation of rumor as it will provide good excuse for arresting members of independence and other dissident groups.
