143. From Merchant. Taipei’s 141 and 142, May 4 raise basic policy recommendation arrived at in isolation and to consideration of which I believe Parker, with his knowledge Formosan economy, and I could contribute. Despite no reply Taipei’s 114, April 12, I again recommend with added sense its importance that we both be recalled for consultation Washington. Though Treasury has instructed Parker to proceed to his post Cairo direct by June 1, I believe that at request Department, [Page 328] this travel via Washington would be authorized for above purpose.
