Memorandum by the Secretary of State of a Conversation With President Truman

China White Paper
I informed the President of the nature of the doubts which the Joint Chiefs of Staff and Secretary Johnson had raised and as to [Page 1386] the policy question of publishing the White Paper. I told the President that the papers from the NME would be put before him when the final decision had to be made on publication.
The President believes that it is necessary and desirable to bring out the White Paper. We will consider the timing of it in connection with Ambassador Stuart’s exit permit.
